Mapping Northwest Main is the City of Lino Lakes’ effort to establish development guidelines for a 962-acre study area in the northwestern corner of the city.
Lino Lakes is committed to ensuring that residents have a voice in how this area develops. To ensure that residents have opportunities to provide input, the city is conducting a comprehensive planning process to help guide decision-making for future development.
Next Steps for the Mapping NW Main Process
The AUAR process was completed on August 11, 2025. The City Council will consider adopting the proposed Lino Lakes Main Street Master Plan on August 25, 2025. If adopted, the city would proceed with amending the 2040 Comprehensive Plan.

The Study Area
The 962-acre area forms the northwesternmost corner of Lino Lakes and is located along one of the primary “gateways” into the city via Main Street. The area is bounded by 4th Avenue to the east, Sunset Avenue to the west, Pine Street to the north, and Century Trail/Carl Street to the south.
Mapping Northwest Main is not a process to select a final development plan. It is an opportunity to shape our community’s future and ensure that development decisions align with the 2040 Comprehensive Plan for Lino Lakes, and local, state and federal regulations.
